Thay mặt Chính Phủ Pháp Định Việt Nam Cộng Hòa và Phong Trào Dân Tộc Tự Quyết Việt Nam, tôi rất hân hạnh kính chuyển đến quí vị bức Thông Điệp mà tôi vừa gửi cho ông Tổng bí thư và các ủy viên bộ Chính trị đảng Cộng sản Việt Nam, thông điệp phản ảnh trung thưc khát vọng của đại đa số dân tộc Việt Nam muốn sớm có dân chủ, tự do mà họ đã bị cướp mất từ ngày Cộng sản Bắc Việt xâm chiếm Miền Nam Việt Nam, vi phạm trắng trợn Hiệp Định Paris 1973.
Đề nghị của chúng tôi gửi cho đảng CS hiện cầm quyền ở VN, nhằm giải quyết cuộc xung đột trong nước ngày càng trầm trọng giữa dân chúng và chính quyền độc tài đàn áp họ một cách thô bạo, giải quyết bằng phương cách thỏa hiệp, dân chủ, phù hợp với luật pháp quốc tế mà quyền dân tộc tư quyết, trong nội vụ, là một thể hiện. Đại diện chính thức của quí Vị tại Hà Nội chắc chắn đã tường trình quí vị tình trạng đàn áp này và các tố cáo vi phạm nhân quyền đã không ngớt được gửi đến quí Vị .
Chúng tôi tin rằng giải pháp hằng mong ước cho nội tình Việt Nam sẽ đồng thời góp phần đầy ý nghĩa cho việc tăng cường bảo vệ Đông- Nam Á do sự biến đổi quốc gia này, hiện lệ thuộc chặc chẻ Trung Cộng, thành một đồng minh thực sự và khả tín của các cường quốc trong Vùng, cùng san sẻ lý tưởng dân chủ với quí Vị và cùng đặc biệt lo âu trước sách lược bành trướng của nước Tàu.
Nay thông báo với quí Vị lộ trình mà chúng tôi đề nghị với bộ hính trị Cộng đảng Việt Nam, chúng tôi khẩn khoản thỉnh cầu quí vị hổ trợ sáng kiến của chúng tôi với chính quyền Việt Nam Xã hội Chủ nghĩa hiện do ông Nguyễn Phú Trọng, Chủ Tịch Nước, Tổng bí thư bộ Chính Trị đảng Cộng sản lãnh đạo.
Chúng tôi vững tin rằng với tư thế lãnh đạo các quốc gia dân chủ đã ký kết Hiệp Định Paris và Định ước 1973, và với Ngài Tổng Thư Ký Liên Hiệp Quốc mà vị tiền nhiệm khả kính là nhân chứng của vụ ký kết này, hơn ai hết quí Vị có chính danh và trách nhiệm sử dụng ảnh hưởng và uy quyền của quí Vị đối với chính phủ VNXHCN hiện tại mà tiền nhiệm là Chính phủ VN Dân Chủ Cộng Hòa (Miền Bắc) đã cùng ký kết Hiệp Định với tiền nhiệm của chúng tôi là Chính Phủ VNCH (Miền Nam), đặng họ phải chấp nhận bước vào tiến trình giải pháp mà chúng tôi đã đề nghị với họ và đính kèm kính chuyển đến quí vị.
Xin quí Vị thể nhận nơi đây sự tôn trọng và lòng tri ân sâu xa của dân tộc Việt Nam mong được sự can thiệp của quí Vị giúp dân tộc chúng tôi giành lại tự do, dân chủ và quyền tự quyết thiêng liêng đặng bảo vệ hiệu quả chủ quyền, độc lập và toàn vẹn lãnh thổ của Việt Nam chúng tôi.

Thưa quí Vị,
Trước nguy cơ Hán hóa gần kề và tình trạng căng thẳng trong vùng Đông Nam Á trực tiếp đe dọa vận mệnh của đất nước chúng ta, Chính Phủ Pháp Định Việt Nam Cộng Hòa và Phong Trào Dân Tộc Tự Quyết Việt Nam mà tôi thay mặt, trân trọng bằng thông điệp này chuyển đến quí vị nỗi lo âu tột cùng của đồng bào trong nước và ở hải ngoại.
Qua các cuộc biểu tình và phản ứng sôi động liên tiếp từ Bắc chí Nam của đông đảo dân chúng, chắc chắn quí vị đã tường tận và nhiều lúc đã ra lệnh đàn áp dù quí vị thừa biết họ đã hành động vì lòng yêu nước, không thể ngồi yên chờ ngày mất nước.
Tình trạng phân hóa và đối nghịch trong các cơ cấu trọng yếu của Nhà Nước Xã Hội Chủ Nghĩa phát xuất từ sự tranh quyền lãnh đạo đảng Cộng sản của quí vị, sự chống đối công khai và thầm

lặng của nhân dân, đã làm suy yếu trầm trọng khả năng bảo vệ tổ quốc chống quân thù xâm lược.
Mặt khác, đối ngoại, vì lệ thuộc Trung Cộng, quí vị không dám đứng hẵn với các nước, đứng đầu là Hoa Kỳ, đang hình thành vòng cung ngăn chận chiến lược bành trướng của chúng mà nước ta đang là nạn nhân số một.
Nếu kẻ thù của kẻ thù là bạn thì chính quí vị đã không tận dụng được tình trạng đặc biệt thuận lợi này . Chính sách hàng hai cố hữu của quí vị không còn hiệu lực như trong thời chiến tranh lạnh của thế kỷ trước. Thái độ chạy quanh bên này bên kia, sáng Bắc Kinh, chiều Hoa-Thịnh-Đốn không còn ăn khách nữa.
Trước khúc quanh của tình thế đặc biệt này ở Đông Á-Thái Bình Dương, quí vị đã không làm được sự chọn lựa tuyệt đối cần thiết lập trường chính trị của nước ta : phải đứng hẳn trong hàng ngủ các quốc gia dân chủ đang liên kết bảo vệ an ninh, hòa bình trong vùng rộng lớn này của thế giới.
Bởi vị trí chiến lược của nước ta, một bao lơn nhìn ra khúc quanh Ấn Độ Dương – Thái Bình Dương nhưng lại sát kề Trung Hoa, Việt Nam ta sẽ gặp khó khăn nếu phải đơn độc chống lại láng giềng phương Bắc đang thực hiện mưu đồ lấn chiếm nước ta và bành trướng thế lực trên toàn cầu.
Thưa quí vị,
Vận mệnh của đất nước đang lâm nguy, chúng ta không được phép chần chờ nữa mà phải cứu nguy tổ quốc bằng mọi giá kể cả hy sinh.
Đây là một sứ mạng, một trọng trách chung của mọi người dân Việt.
Trước hết là trọng trách của quí vị vì quí vị đã lãnh đạo cả nước từ 43 năm nay sau khi bất chấp Hiệp Định Paris 1973 xâm chiếm

Miền Nam Việt Nam Cộng Hòa tháng tư 1975, đưa đất nước đến tình trạng hiểm nguy ngày nay.
Tiếp đến là sứ mạng của chúng tôi, Việt Nam Cộng Hòa mà Chính Phủ ở hải ngoại tiếp tục cuộc tranh đấu không ngưng nghỉ nhằm quang phục quê hương từ ngày phải ra đi như các quốc gia bị Đức quốc xã chiếm cứ ở Âu Châu trong Đệ nhị Thế Chiến mà nước Pháp là một điển hình.
Chúng ta phải cùng nhau tiến bước trên một lộ trình nhằm thỏa mãn khát vọng tự do, dân chủ của toàn dân và như vậy vừa lòng các nước muốn giúp VN và muốn thấy một nước VN dân chủ, pháp trị, không cộng sản, dứt khoát với Trung Cọng, đứng chung với họ trong một liên minh đang lanh chóng thực hiện để chế ngự nước này.
Chúng tôi đề nghị lộ trình dân-chủ-hóa gồm đại cương các giai đoạn :
1- Thể chế hiện tại hoàn toàn không thích hợp mà phải trả lại quyền tự quyết cho dân tộc qua các cuộc tổng tuyển cử lập hiến, lập pháp, do quốc tế giám sát, hình thành một thể chế chính trị mới dân chủ, tự do. Cùng với chính quyền đương nhiệm, đồng bào quốc nội, hải ngoại chung sức tổ chức và tham dự cuộc tổng tuyển cử, hình thành một thể chế chính trị kết hợp được toàn dân, huy động được toàn lực quốc gia để cứu nước và tái thiết đất nước.
2-Tân chế độ tự do, dân chủ, tôn trọng đối lập, ngăn cấm mọi hành vi trả thù, mọi thành phần chính trị, xã hội đều có tiếng nói, không kỳ thị củ, mới, không phân biệt tín ngưỡng, địa phương, sắc tộc.
3-Quân đội, công an, công chức,chuyên viên, hiện hữu đều được duy trì, hiệu năng hóa, được chỉnh đốn, ngoại trừ những phần

tử chống đối cuộc dân- chủ- hóa quốc gia hoặc đã vi phạm trọng tội hình sự.
4-Để đáp ứng sự đóng góp của đãng Cộng sản vào công cuộc dân- chủ-hóa, tân chính thể cam kết không xử dụng tố quyền đối với các đảng viên cộng sản và họ tự do định đoạt xuất ngoại hay không mà không có một sự cản trở nào.
Trên đây là những điều kiện tuyệt đối cần thiết để công cuộc dân- chủ-hóa thành công, không bạo động, đồng thời bảo đảm được một chu kỳ mới an lạc, dân tộc đại đoàn kết, đủ khả năng bảo vệ tổ quốc và xây dựng một nước VN hùng cường, thịnh vượng.
Để thực hiện công cuộc cứu quốc này, Chính Phủ Pháp Định Việt Nam Cộng Hòa kính đề nghị với quí vị một tiến trình hội đàm, không điều kiện tiên quyết, để cứu xét lộ trình dân-chủ-hóa vừa trình bày.Nơi và ngày hội đàm do hai bên thỏa thuận càng sớm càng tốt trước tình trạng căng thẳng trong vùng Đông Nam Á liên quan trực tiếp đến Việt Nam chúng ta.
Vì quyền lợi tối thương của quốc gia, trước thảm họa tái diễn 1000 năm Bắc thuộc, và để đáp ứng sự mong đợi của toàn dân và sự trông chờ của thế giới để giúp nước ta tự vệ và phát triển hùng mạnh, xin quí vị hãy nhận trách nhiệm của quí vị đối với sự tồn vong của đất nước trước khi quá trể.
Đây là cơ hội cuối cùng để quí vị chọn lựa chính tương lai của quí vị. Lịch sử sẽ phê phán chúng ta nhưng nếu lộ trình dân- chủ-hóa ôn hòa này không được quí vị chấp nhận thì đồng bào sẽ quyết liệt tranh đấu hơn bao giờ cả và những ai đặt quyền lợi bất chính của mình hay quyền lợi của phe đảng mình trên vận mạng của đất nước, chắc chắn sẽ phải đền tội trước quốc dân.

Their Excellencies the Presidents and Prime Ministers of the United States of America, France, United Kingdom, Indonesia, Canada, Poland and Hungary,
His Excellency the General Secretary of the United Nations,
Excellencies,
On behalf of the De Jure Government of the Republic of Vietnam and the Movement for the Self-Determination of the Vietnamese People, I am pleased to send you a letter I sent to the president and the politburo of the Vietnamese Communist Party (VCP), faithfully relaying the deep aspiration of the vast majority of the Vietnamese people to freedom and democracy, that they have been deprived since the invasion of South Vietnam in 1975 by the communists of North Vietnam, in flagrant violation of the Paris Peace Agreements of 1973.
Our proposal to the VCP, currently holding power in Vietnam, aims to resolve-in an amicable, democratic way, in accordance with international law, represented in this case, the right to self-determination of the Vietnamese people-the internal conflict that has worsened day after day between the population and the dictatorial regime who used brutal repressive measures. You have certainly heard reports of those abuses along with countless other human rights violations from your officials currently assigned in Hanoi.
We believe the outcome we wish for Vietnam would significantly contribute to the defense of Southeast Asia. Vietnam, currently communist and dominated by China, would become a valuable ally to other countries in the region once democratized, because it shares the same democratic values and the same concern about Chinese expansionism.
By informing you of the steps we have proposed to the politburo of the VCP, we urge you support our initiative with the government of the Socialist Republic of Vietnam, recently placed under the leadership of Mr. Nguyen Phu Trong, as both president of the country and general secretary of the VCP.
We firmly believe that as leaders of the democratic nations signatories of the Paris Peace Agreement of 1973 and of its Final Act, and the General Secretary of the United Nations whose predecessor was the official witness and guarantor of the signing, you have more than any others the legitimacy and the responsibility to exercise your influence and authority on the current government of the Socialist Republic of Vietnam, formerly known as the Democratic Republic of Vietnam (North), who was a signatory with our predecessor, the Republic of Vietnam (South), to agree to start the process of democratization that we proposed them and that we have attached hereby for your review.
On behalf of the Vietnamese people, please accept, Excellencies our deepest gratitude for the democracy, freedom and the sacred right to self-determination that your intervention should help us recover, to allow us to efficiently defend our sovereignty, independence and territorial integrity.

Conjointement à Mesdames, Messieurs les Commandants
De l’Armée Populaire et de la Police et de la Sécurité du Vietnam
Objet : Proposition d’œuvrer ensemble pour la démocratisation en vue de développer et sauver le pays.
Monsieur le Président, Mesdames, Messieurs,
Face au proche danger de sinisation et à la situation tendue du Sud Est-Asie menaçant le sort de notre pays, le Gouvernement De Jure de la République du Vietnam et le Mouvement de l’Autodétermination du Peuple Vietnamien que j’ai l’honneur de représenter, vous transmettent par ce message l’extrême inquiétude de nos compatriotes tant à l’intérieur qu’ à l’extérieur du pays.
A travers de successives et enflammées manifestations et réactions de la population du Nord au Sud du pays, vous avez dû comprendre qu’elle avait agi par son patriotisme qui l’avait empêchée de rester inactive, attendant la mort de notre patrie. Mais vous l’avez quand même durement réprimée.
La division et l’adversité au sein de l’appareil de l’Etat provenant de la lutte pour la direction de votre parti, l’opposition ouverte ou silencieuse du peuple contre vous, se sont conjuguées pour affaiblir considérablement la capacité de défendre le pays contre une éventuelle agression.
D’autre part, soumis à la puissance chinoise, vous n’avez pas osé vous ranger au côté des pays, dont les Etats Unis en tête, qui s’opposent actuellement à l’expansionnisme chinois dont notre Vietnam serait la première victime.
Si l’ennemi de l’ennemi est l’ami, vraiment vous n’avez pas exploité cette situation particulièrement favorable. Votre politique ambigüe à double-

visage n’est plus efficace comme au temps de la guerre froide du siècle dernier. Courir vers Pékin le matin, vers Washington l’après-midi n’est plus productive.
Devant le tournant de la situation exceptionnelle en Asie-Est-Pacifique, vous n’avez pas fait le choix absolument indispensable pour notre pays : se positionner fermement dans le camp des pays démocratiques actuellement en coalition pour défendre la sécurité et la paix dans cette vaste région du monde.
De par notre situation stratégique, un balcon sur le carrefour Océan Indien-Océan Pacifique et de plus, proche de la Chine, nous rencontrerons en effet de grandes difficultés s’il nous faudrait affronter seuls notre voisin du Nord qui est en train de réaliser ses tentatives de conquérir notre pays et d’étendre sa puissance sur la planète.
Mesdames, Messieurs,
Le destin du Vietnam étant en danger, nous ne demeurons plus perplexes mais devons accepter tous les sacrifices nécessaires pour le sauver. C’est une mission et une lourde charge pour tous les citoyens vietnamiens.
Tout d’abord, c’est votre responsabilité d’avoir dirigé le pays depuis votre invasion du Sud Vietnam en 1975, en violation de l’Accord de Paris 1973, l’entraînant à la situation particulièrement dangereuse d’aujourd’hui.
Ensuite, c’est notre mission, celle de la République du Vietnam dont le Gouvernement de jure à l’étranger continue sans relâche son combat pour le reconquérir depuis qu’il était obligé de le quitter comme ce fut le cas des pays envahis par les Nazis en Europe dans la Deuxième Guerre mondiale dont typiquement la France.
Nous devons ensemble maintenant prendre le même chemin nous amenant vers la satisfaction de l’aspiration du peuple entier à la liberté, la démocratie, et ce faisant, nous satisferons les pays qui auront voulu voir un Vietnam démocratique, respectueux du droit, non communiste, dissocié définitivement de la Chine communiste, se rangeant à leur côté dans une coalition en progressive formation pour la circonscrire.
Nous vous proposons ci-dessous les grandes lignes d’un chemin vers la démocratisation :
1-L’actuel régime est entièrement inadéquat. Le droit à l’autodétermination doit être restitué au peuple par des élections constitutionnelles et législatives sous la supervision de la communauté internationale pour instaurer un

nouveau système politique démocratique et libre. Avec le présent gouvernement, nos compatriotes à l’intérieur et l’extérieur du pays conjugueront leurs efforts pour organiser les suffrages universels et y participer afin de bâtir un régime capable de rassembler la population toute entière, mobiliser toutes les forces vives de la nation pour sauver et reconstruire le pays.
2- Le nouveau régime libre démocratique respectera l’opposition, interdira tout acte de vengeance. Toutes les couches sociales et organisations politiques s’exprimeront librement sans aucune distinction de croyance, d’appartenance régionale et ethnique.
3- L’armée, les services de sécurité nationale, la fonction publique, les services techniques en service seront maintenus, rendus plus efficaces et mieux réorganisés. En seront exclus, ceux qui se seront opposés à l’œuvre de démocratisation ou auront commis de graves crimes.
4- En compensation de la contribution du Parti communiste à l’œuvre de démocratisation, le nouveau régime s’engagera à renoncer à poursuivre en justice ses membres qui décideront eux-mêmes de s’expatrier ou de rester au pays et cela, sans affronter aucun obstacle.
Les conditions ci-dessus énumérées sont absolument nécessaires pour la réalisation non violente de la démocratisation et l’assurance d’une nouvelle ère de paix et de sécurité, d’union nationale, capable de défendre la patrie et bâtir un Vietnam puissant et prospère.
En vue d’accomplir cette entreprise de salut public, notre Gouvernement De Jure de La République du Vietnam vous propose un processus de négociations sans préalable pour examiner le chemin sus présenté vers la démocratisation. Le lieu et le jour de réunion feront l’objet d’un commun accord le plus tôt possible car nous sommes en face d’une situation bien tendue de la région Sud Est Asiatique affectant directement notre pays.
Pour son intérêt suprême et devant la menace du retour catastrophique d’une domination chinoise de 1000 ans mais aussi pour être à la hauteur des espérances du peuple et du monde libre, qui veut nous aider à nous défendre et retrouver la prospérité, je vous prie d’assumer votre responsabilité pour la survie de notre pays avant qu’il ne soit trop tard.
C’est aussi votre dernière opportunité de choisir votre avenir. L’histoire nous jugera. Si vous rejetez cette amiable proposition de démocratisation, nos compatriotes combattront avec plus d’acharnement que jamais pour y parvenir et ceux qui auront mis leurs intérêts ou ceux de leur parti politique

Ladies and Gentlemen,
In the face of the chinalization danger and the tense situation in Southeast Asia, directly threatening the destiny of our country, I, on behalf of the De Jure Government of the Republic of Vietnam and the Movement of the Self-determination for the Vietnamese People, would like to relay the utmost concern that our people have, both at home as well as overseas.
Recently, the many intensely emotional demonstrations and reactions from large portions of our compatriots from north to south surely caught your attention and concern. You nonetheless ordered repressive measures despite knowing very well that our people acted so out of love for our country and could not stand to see it lost.
The power struggles within the leadership of the Vietnamese Communist Party, combined with both the silent and open opposition of our people have severely weakened the abilities of the Socialist Republic of Vietnam to defend the country against invading forces.
On the other hand, because of your dependence on communist China, you are fearful to stand with other nations, headed by the United States, that are taking strong measures to stop the invasive expansion of China,

Vietnam being the primary victim. If “the enemy of our enemy is our friend”, then you failed to use this very advantageous situation.
Your ambiguous two-faced policy is no longer effective like it was during the cold war of the last century. Going back and forth from one side to the other, “Peking in the morning, Washington D.C. in the evening” no longer works.
Despite the turning point in this exceptional situation of South-East- Asia- Pacific region, you have failed to choose a clear and needed political position for our country: stand among the ranks of free nations that are currently working together for the security and peace in this vast part of the world.
Due to the strategic position of our country, a balcony with direct view on the crossroads of Indian and Pacific oceans but shared a common border with China, Vietnam will have great difficulties defending itself against this neighboring country that has been plotting to annex our country and expand its power across the globe.
Ladies and Gentlemen,
The destiny of our country is in great danger. We must not hesitate any longer and have to protect and save our nation at all costs, including sacrificing ourselves. This is a very important mission for all Vietnamese people.
But first, this is an obligation incumbent on you because you have been ruling the country for the last 43 years, after you violated the Paris Peace Agreement of 1973, invading the Republic of Vietnam in April 1975, leading the country to the current dangerous situation.
Second, this is our mission of the Republic of Vietnam, represented by the De Jure Government of the Republic of Vietnam from overseas, that has been continuously fighting for reconquering South Vietnam, since the day we had to leave, similar to European nations that were invaded by Nazi Germany during World War II. France was such an example. We must walk together on a common path with the objective of bringing freedom

and democracy, so longed for by our people, and compatible with ideals of nations that wish to help Vietnam and want to see Vietnam as a democracy, with rule of law, non-communist, determined against China, stand with them as part of an alliance to stop it.
We suggest the following road map to democracy comprising of the outlines of following steps:
1-The current system is not adequate. The right to self-determination must be returned to the people through constitutional and legislative elections under the supervision of the international community, to form a new and free democratic regime. Along with the incumbent government, compatriots at home as well as those residing overseas, will organize and participate together in the general election, to form a political system that unifies the people, mobilizes all national forces to save and rebuild the country.
2-A new and free regime will emerge, democratic, respecting the opposition, prohibiting any act of retaliation. All political and societal components will have a voice. No discrimination will be made against elements of the old regime, no distinction between beliefs, regions and ethnicities.
3-The current armed forces, police, State civil servants will be maintained, reformed and improved, with the exception of those who are against the national democratization process or who have committed a criminal offense.
4-To meet the contribution of the communist party to the cause of democratization, the new regime is committed not to exercise the right of prosecution against members of the communist party. They will be free to stay in the country or to leave it if they wish to do so.
Those are the conditions absolutely necessary for the democratization process to succeed, without violence, to peacefully transition into a new democratic regime, to unify our people, to be able to defend our country and to build a mighty prosperous Vietnam.
In order to undertake the rescue of the nation, the De Jure Government of the Republic of Vietnam proposes the Vietnamese Communist Party

leadership a negotiation process, without prerequisites, to examine the road map for democratization presented above.
The sooner both sides can decide upon a date and location for this meeting the better it will be in the face of the tense situation in South-East- Asia, directly affecting our country.
For the best interests of our country, in the face of the threat of a new catastrophic 1000 year Chinese domination, and to meet the expectations of our people and the free world, that wants to help our country to protect itself and prosper, we urge you, the Vietnamese Communist Party leadership, to assume your responsibility for the survival of our country before it is too late.
This is the final opportunity for you to choose your own future.
History will judge us. If you reject this proposal of a peaceful democratization, our people will fight fiercely, more than ever before to achieving it. Those who put their own interests or the interests of their political party above the fate of our nation will surely have to answer for their crime to the people.
